Three vignettes from Copenhagen show that personal responses to the conference might be the greatest cultural happenings around.

This is part two of a GOOD mini-series by the Canary Project‘s Ed Morris on the cultural happenings surrounding COP15.

I.

I am running through the crowd with the French artist Thierry Geoffroy. He is saying (in a deep French accent): “Zee, it is getting dark. They are closing in. They are going to kill us all. This is the plan. But then we keep going and we move around a corner and Geoffroy is saying. Ah, but you see, now it is more calm. We have come to a different part. All that has past.”

Such was my experience of the mass protest in Copenhagen this past Saturday. Estimates vary widely as to how many marched. Fox News says 25,000; the organizers say 100,000; and the police say 60,000. There were arrests of 968 (this number appears exact).

In the media centers and on the street, more intense interest has been paid to the possibility of violence than any particular detail of the negotiations. This is understandable. In addition to our seemingly innate tendency to be fascinated and compelled by images of violence, there is the fact that the expression of violence is the one real thing happening here.

“Violence, when not in the hands of the law, threatens [the state] not by the ends that [the violence] may pursue but by its mere existence outside the law,” writes Walter Benjamin. “By what function violence can with reason seem so threatening to law and be so feared by it, must be especially evident where its application, even in the present legal system, is still permissible.”

The example that Benjamin gives to illustrate this point in “A Critique of Violence” is the worker’s strike – the state allows it to happen, despite its violent nature, because the power of the massed workers is sufficiently dangerous. The strike, like the protest, is violent regardless of whether it employs overt violence as a particular technique because it opposes order and the interests that constitute the state. Of course, even protests and strikes can go too far in the eyes of the state and claim a level of violence that the state cannot abide without losing authority. Protest, in both its permitted and non-permitted forms (both of which, by Benjamin’s definition, are essentially violent) is the most available and most direct negotiating tool for the 6 billion people not inside the Bella Center.

Four people from different parts of the world arrive at Lykkesholms Alle 7C. They are greeted by a Danish family: husband, wife, and three boys, the youngest a baby. Also in the home are three women from Peru – two dressed in traditional highland clothing, one in jeans?and a camera crew of two people. After some small talk and a little getting to know each other, people take seats around a coffee table, others on the floor, some on chairs and a sofa. The camera crew remains standing. The children come in and out. The older of the Peruvian women asks for a photo from each person. She places the photos (given in the form of IDs) on some yellow flowers in the middle of the table, then gives each person a yellow candle. Each person writes his or her name and also his or her wishes for the next year directly onto the candle. The woman then lights each candle, muttering various incantations. She sprinkles sugar over the flowers and the photos and the candles. And then we sit and wait for each flame to burn down the wax entirely. Where we were rushing before, we are not rushing now. It is just the 14 of us in the room and the early northern darkness that presses against the window becomes a hypnotic abyss.

A dinner of about 25 people in a home near the center of town: home-cooked food, arrangements of dried flowers on the table, and several bottles of wine. Many at the dinner are involved in one form or another with a labor-intensive intervention project that is calculated to have an effect on the media coverage of COP15. The dinner is a break in the preparatory work for this intervention. Again there is a camera crew filming the event. At some point, people start giving speeches. This has been planned, which surprises me, because everything leading up to it has seemed so casual. The first speech is by a scientist, who gives a long hymn to Tycho Brahe and the scientific process (truth above ideology, and so forth). He is followed by an art student talking about the power of images, who in turn is followed by a business professor on the topic of learning not to be frightened by the facts of a new world, who is followed by an artist and activist on the need to avoid the grips of institutions. Then the planned speeches end and one woman stands up and proposes that the fundamental problem with comprehending climate change is our inability to come to terms with death. She then speaks about a friend, Brad Will, who was recently shot dead during a protest. She gathers herself and sings a song the she and Will used to sing together. ??My karma is to good for you to worry ’bout the crazies / I love everybody and there’s nothing that I own??

I almost didn’t stay for the dinner. I said that I needed to go get some work done, that I was writing a blog about cultural response to the conference. The host said, “This is culture.”

A Texan With a Plan, Or Just Another $cam?

I heard about this dude T. Boone Pickens months ago, I forget where, and then heard about him again a couple months later on some news program, then yesterday, as i was waiting in the airport (on my way to Texas no less), I was reminded of him again by a ‘Pickens Plan’ commercial on some news channel (which was simultaneously flashing stock/energy numbers across the bottom of the screen).  Now, call me skeptical, but When rich old oil hounds miraculously turn into earth-loving crusaders overnight, and then voluntarily drop however many $$$ on a major advertising campaign for their earth-loving cause, one has to wonder…is this ninja for real?

Nuclear Is Not Clean

There are communities in the Southwest still suffering from the effects of the uranium mining from the nuclear boom of the 1940′s – 1980′s (more below). But, when nuclear proponents tout the idea that nuclear energy is the clean energy savior for the planet, it is pretty convenient to ignore the community health disaster that uranium mining inevitably brings along. I wish it were more suprising to hear this:

On public lands within five miles of Grand Canyon National Park, there are now more than 1,100 uranium claims, compared with just 10 in January 2003, according to data from the Department of the Interior. [...] In the five Western states where uranium is mined in the U.S., 4,333 new claims were filed in 2004, according to the Interior Department; last year the number had swelled to 43,153.

The push to extract more uranium has caused controversy not just involving federal land but private and state land as well. In Virginia, a company’s plan to operate in a never-mined deposit spurred a hearing in the Legislature. In New Mexico, a Navajo activist group is challenging in federal court a license issued just over the reservation’s east border.

Most of the new claims are in the vicinity of the Grand Canyon:

Uranium is “a special concern,” he added, because it is both a toxic heavy metal and a source of radiation. He worries about uranium escaping into the local water, and about its effect on fish in the Colorado River at the bottom of the gorge, and on the bald eagles, California condors and bighorn sheep that depend on the canyon’s seeps and springs. More than a third of the canyon’s species would be affected if water quality suffered, he said.

“If you can’t stop mining at the Grand Canyon, where can you stop it?” asked Richard Wiles, executive director of the Environmental Working Group.

The energy-versus-environment debate is apparent within the Interior Department, which granted the mining claims through its Bureau of Land Management. Among the mining critics is Steve Martin, superintendent of the Grand Canyon park and an Interior Department employee himself. “There should be some places that you just do not mine,” Martin said.

I wonder which places he thinks you should mine? Here is a look at a Tufts student’s research on the Navajo Nation’s experience with uranium mining:

In North America, many people think of clean drinking water and uncontaminated land as a birthright. For members of Navajo Nation, access to these basic needs isn’t as easy to come by. An area the size of West Virginia sandwiched between Arizona and New Mexico, the Navajo reservation’s austere land of buttes and mesas is beautiful but burdened by toxic waste. Forty years of uranium mining has created an environmental justice nightmare that scientists and researchers like Jamie deLemos are working to redress.

deLemos, an environmental health doctoral candidate at Tufts School of Engineering and a student in the Water: Systems, Science, and Society program, has been working with engineering associate professor, John Durant, and Tufts Public Health and Family Medicine’s Doug Brugge as part of a large-scale project to understand the health impacts of uranium mining.

Uranium contamination on the Navajo Nation is the result of mining operations conducted during the boom of the atomic age in the 1940s through the 1980s. Many Navajos employed in the uranium mines were directly exposed to high levels of radiation toxicity from mining, but also indirectly from environmental exposures created by residual waste. As miners extracted uranium from the ore, leftover tailings–accumulated waste material from extraction and processing activities–open pits, and mine shafts dotted the landscape.

In July 1979, in Church Rock, NM, millions of gallons of low-level radioactive waste burst from a dam and contaminated the surrounding watershed of New Mexico and Arizona. Almost 30 years later, the U.S.EPA and Navajo Nation EPA are working to clean up these since-abandoned mines, and epidemiological researchers are assessing the extent of the health risk.

Although uranium is often associated with radiological toxicity, it is much more hazardous from a chemical toxicity standpoint. “Uranium is a kidney toxin. Kidney disease is three times higher among the Navajo (or Diné) people than in the general U.S. population,” deLemos said. Her information comes from working on a large community based-participatory research project called the Diné Network for Environmental Health, or DiNEH project. Along with Dr. Johnnye Lewis, director of University of New Mexico’s Community Environmental Health Program, and members of the Eastern Navajo Health Board, the project team has been studying the effects of toxic exposures on the Navajo Nation. Through work on this project, deLemos was named one of this year’s Switzer Environmental Fellows by the Robert & Patricia Switzer Foundation.

As part of Lewis’ team, deLemos uses her environmental health and geochemistry skills to address the extent of uranium contamination, to discover the chemistry that controls uranium transport in water and soil, and to identify areas at high risk for uranium exposures. In March 2006, deLemos and fellow graduate student Naomi Slagowski traveled to New Mexico to obtain 150 samples, including soil, water and vegetation from a heavily burdened mining area. deLemos and Slagowski worked with Tommy Rock, a Navajo and Northern Arizona University graduate student.

“Some people, because of the historical abuses–of which there are many–are not interested in letting you on their land,” said deLemos. “They’ll say, ‘How are you different from other researchers who’ve come and done nothing to change things for us or never come back and report what you’ve found?’” deLemos worked with Rock who translated the language and helped foster trust with community members. “People automatically accepted him through clanship and his Navajo language skills; and when he was with us, we were okay.”

As part of her geochemical assessment, deLemos worked with former mentor and geochemist Benjamin Bostick at Dartmouth College. Using a combination of laboratory and x-ray spectroscopic techniques, she evaluated the chemical form of uranium in contaminated sediments and how soluble these forms are. “One state is soluble and one isn’t,” said deLemos. “And the soluble form is much more toxic.” In 2000, the U.S. EPA issued the Radionuclides Rule, which set the maximum contaminant level safety standard at 30 micrograms per liter of drinking water. “What my data show is that when contaminated sediments are wet, the amount of uranium that dissolves into the water can exceed this rule by more than a factor of 100,” said deLemos. “This has serious implications for contaminating groundwater supplies.”

“People still haul water even if they’re on a public water supply, either for cultural reasons, or because they prefer the taste,” said deLemos. However, the Navajo Nation has deemed any unregulated water supplies unfit for human consumption, even though chemical and bacteriological analysis haven’t, as of yet, been systematically performed on all wells. “All water sources that have been tested are given a rating with a stop-light system, and everything unregulated is given a yellow or a red light,” deLemos said. “When people who are hauling water see this, it’s a little confusing. It’s hard for people to give up what they’ve been doing their whole lives–and when you can’t provide them with an acceptable alternative, it’s a real challenge.”

Providing clear information, and possible alternative water sources, perhaps in an easy-to-read map, is the next phase of deLemos’ project. “Historically, there’s been a lot of recommendations and no offer of alternatives and no follow up,” said deLemos, adding that in the past other researchers have issued statements such as, “‘We recommend that for your livestock, you don’t eat kidney or liver,’ but they eat the whole sheep as part of the culture,” deLemos said. “Or ‘We recommend you stay off the banks of the river.’ Well, that’s like telling someone around Boston to stay off of 95.”

After presenting her current research to the community at this summer’s 4th Annual Navajo Nation Drinking Water Conference hosted by the Navajo Nation EPA, deLemos realized that Navajos need straightforward answers.

“People have basic questions: Are my livestock going to get sick if they eat this grass? Can I take water from this well or pond? You have to balance between cutting-edge science and something that’s actually going to be immediately useful and relevant to these impacted communities.”

Eco Prison, No Bars

Yet another way the Scandinavians are eons ahead of us in terms of social civility.

Here’s an island prison that’s about as distant in principle from Alcatraz as is it in location. Bastoey Island, about 45 miles south of Oslo, hosts some of Norway’s worst offenders in what is effectively an eco-village working holiday camp. Instead of the traditional barred cells, prisoners, including murderers, rapists, drug dealers and thieves, live in separate, unlocked houses on the island. Although only one and a half miles from the mainland, prisoners are reluctant to escape, lest they get returned to the typical maximum security unit and lose the privilege of serving their time where they’re learning valuable skills, as well as gaining respect for themselves, each other, and the environment.

The island prison uses solar panels, is almost self-sufficient with food from its own organic garden, and operates a strict recycling system. This is an interesting experiment in eco-therapy — where reconnecting offenders with nature may well also help develop a noble sense of purpose, that in turn helps them reconnect with society.

Green Heroes: Van Jones & the Ella Baker Center

Van Jones is a ‘human rights champion’ and co-founder of the Ella Baker Center for Human Rights in Oakland, CA. Since 1996 the EBC has been working to promote alternatives to violence and incarceration for the youth of Oakland, with campaigns like Books Not Bars, which has helped to block the construction of a youth prison in Oakland and shut down two existing youth prisons in greater Cali, Silence the Violence, and the Bay Area PoliceWatch, which offers legal support and referrals for survivors of police abuse.

In recent years, Jones’ attention has been drawn to the environmental movement and he has become a major player in getting the needs of the environment in tune with the needs of the working masses.

You can already see the Green Wave lifting some communities, where hybrid and bio-diesel cars, stores with organic produce, homes with solar panels on the roofs, and green, vibrant parks are increasingly common. But go just a few miles away to urban centers, and the Green Wave often feels like a distant and irrelevant concept. Many people are just trying to survive, and the concern is not eating organic, but eating. Period. So who is participating in the new green economy? And who will reap the benefits?

In 2007 Jones officially expanded the focus of the EBC to include a green initiative, with the slogan ‘green jobs, not jails.’ In June 2007 Jones, with the EBC and the Oakland Apollo Alliance, convinced the City of Oakland to instate a ‘Green Jobs Corp’ that will train youth for green-collar jobs. They took the iniative all the way to the U.S. House of Representatives and worked with House Speaker Nancy Pelosi (D-CA), U.S. Rep. Hilda Solis (D-CA), U.S. Rep. John Tierney (D-MASS) to bring this initiative to the national level and pass the Green Jobs Act of 2007. The act will provide $125 million in funding to train 35,000 people a year in “green-collar jobs.”

The Green For All campaign is a bold effort to harness the growing power of the green economic revolution to fight the war on poverty. By securing job training for 250,000 workers from urban communities for the emerging green job market, the program will provide new avenues of opportunity for those who have traditionally been left behind by the nation’s economic growth. It will also give the crusade against global warming a broader social base, extending the green revolution to the neglected streets of cities like Oakland, Detroit, Baltimore and New Orleans.

H.R. 6: CLEAN Energy Act of 2007 – is it enough?

WASHINGTON, June 22 — Automakers had to know they were in serious trouble when Senator Barbara A. Mikulski, a Maryland Democrat with deep blue-collar roots, announced that she had lost patience with their annual objections to higher gas mileage rules.

“When automobile manufacturers told me they could not meet the increased standards, I listened,” said Ms. Mikulski, who said she had always been swayed by the potential loss of middle-class manufacturing jobs. “I listened year after year, and now I have listened for more than 20 years. After 20 years, I firmly do believe it is time for a change.”

Bolstered by such converts as Ms. Mikulski, the Senate just before midnight Thursday approved an energy bill that would for the first time in more than two decades require auto companies to produce cars and trucks that get substantially more out of a gallon of gas.

But that was about the only industry it took on. The measure, approved on a bipartisan 65-to-37 vote, essentially spared oil and gas companies and major utilities and fell short of goals initially set by supporters in areas like renewable fuels.

Washington, DC [RenewableEnergyAccess.com] In a flurry of activity, the U.S. Senate voted down two amendments yesterday that would have created $32 billion worth of energy tax incentives and a National Renewable Energy Portfolio (RPS) requiring utilities to generate 15% of electricity from renewables by 2020. Later that same evening however, the Senate passed H.R. 6, the CLEAN Energy Act of 2007, 65-27.

The Clean Energy Act of 2007 is designed to reduce U.S. dependency on foreign oil by investing in clean, renewable resources, promoting new emerging energy technologies, developing greater efficiency and creating a Strategic Energy Efficiency and Renewables Reserve.

But two key amendments that would have provided billions of dollars worth of incentives and revenue for the U.S. renewable energy industry were rejected. The Energy Tax Package—approved by the U.S. Senate Finance Committee and House Ways & Mean committee earlier this week—contained a five-year extension of the tax credit for the production of electricity from wind, geothermal, biomass as well as the solar ITC extension.

Bill Status

Having passed in both the House and Senate, the bill may proceed to a conference committee of senators and representatives to work out differences in the versions of the bill each chamber approved. The bill then awaits the signature of the President before becoming law.

Biodiversity = Good For Business?

Europe is moving one more step forward in their governmental response to environmental issues. This one is aimed at biodiversity and business, the idea being to “Introduce biodiversity considerations into corporate governance.” The hope is to change the mindset that the environment’s health, in this case biodiversity, and profits are mutually exclusive. Unfortunately, however, this initiative has no teeth, leaving it up to the businesses to act on a voluntary basis.

Some excerpts:

“This initiative will be based on voluntary mechanisms,” Dimas assured the executives. “It will not be a substitute for full compliance with existing environmental legislation and will aim to promote the engagement of business beyond their legal requirements.”

“Healthy and resilient ecosystems are our best defense against the impacts of climate change,” said Dimas, giving the example of the disaster which struck New Orleans after hurricane Katrina when a majority of the city was flooded. “The natural defences provided by coastal vegetation had been destroyed and as a result the damage was many times worse than it would have been otherwise,” Dimas said.

The commissioner said it would be useful to explore how eco-labeling and eco-management schemes could encourage businesses to improve their biodiversity performance and to gain public recognition for their efforts. “The business community is a key partner in meeting the 2010 target and needs to be actively engaged,” he said.
